How do I control the order?

Files merge in the order you select/drop them. Select in order in the file picker (click the first, Ctrl-click the rest in sequence) or drop them in the order you want.

Does quality change?

No — pages are copied as-is at the object level, not re-rendered. Fonts, vectors and images pass through byte-faithful.

Password-protected PDFs?

Encrypted files are skipped with a clear error (an unlock tool is on the workbench). Everything else, including scanned PDFs, merges fine.
