Transport Stream is crash-tolerant: if power cuts mid-write (say, during the exact accident you bought the camera for), the file up to that moment stays playable. The file "won't play at all," is it corrupt?

Try the rewrap first. Many "corrupt" dashcam files are just fine inside the unfamiliar container. Truly truncated files may still convert up to the cut; deeper repair tools are on the workbench.
